Roses on Towne Lake PKWY

I believe planting knock out roses down TLP is a bad idea. #1 Planting them behind guard rails is a waste of money  they will not be visible for years-if ever. #2 (This is the big one!) Deer love roses and will be drawn close to the road to eat them. We see several deer hit every year but this ill thought out planting will increase the numbers.  I love the camellias and other things planted on TLP but this concerns of me. Lovely landscaping is nice unless it endangers the members of our community.
