BOC To Consider Forensic Audit RFP

A forensic audit would review the financials of Ball Ground Recycling.

The Cherokee County Board of Commissioners will consider sending out requests for proposal to conduct a forensic audit on an ill-fated business venture during its meeting today.

The meeting will begin at 6 p.m. at the county administration building, but commissioners will hold its regular work session to discuss the proposed RFP at 3 p.m.

A forensic audit was one of 13 recommendations issued by an interim Cherokee County grand jury in the summer in their review of the county's issuance of $18 million in bonds to move the company from land on Blalock Road near Holly Springs to land on Highway 5 just south of Ball Ground.

The company in May filed for Chapter 11 bankruptcy and the county has been in bankruptcy court in an effort to recoup money owed to them in the deal.

The commission will also hold a public hearing on its proposed fiscal year 2013 budget. The budget is set at $193 million, a $3.1 million increase from $189 million when compared between Oct. 1, 2011, and Sept. 30, 2012. However, the county's fiscal year 2012 budget was based only on nine months, and totaled $133.7 million.

All of the numbers coming from the Board of Commissioners are suspect. In respect to the proposed 2013 budget, consider that the 2012 budget was $133.7 million for 9 nine months which would annualize to $178.3 million. The actual October 1, 2011 to September 30, 2012 was $189 million. Why was there an $11 million discrepancy? Why were expenditures $11 million higher over a 3 month (October-Dec 2011) period than over the remaining 9 months? What are they hiding? On the Bobo mess, it's good that the commissioners are going to get a forensic auditor, but we must all pay attention to who they ultimately hire. Will they in fact hire a firm that is qualified to perform forensic audits? Or will they hire just an accountant without proper staffing and qualifications? As to the forensic audit, will the audit look strictly at the Ballground financial records? Or will the audit also look at the complete failure of the county manager & commissioners to properly oversee the project and the spending of OUR MONEY?! Wil the audit look at the lack of financial controls, due diligence, and failure to take timely actions against Bobo? We must look at the scope of the audit to ensure that the audit will focus on all relevant issues...I hate the think the audit will be form over substance!

One of the key elements that has been overlooked is that this all started with Mike Byrd's administration. Why is everyone ignoring this important fact?
